Seigaiha with the rows pushed out of step. The traditional motif is fans on a grid; here the units are whole circles, and every arc is a full circle with the rest hidden behind the two that overlap it. This twisted version isn't traditional — it's a modern idea and others have tried something similar. What's unique here is the spacing, the grouping, and the eight-row repeat.
Most people who make one of these go dark: near-black ink on black is the most-used palette on the site, because a wallpaper that recedes leaves your icons legible. It looks nothing like the bright version below — which is rather the point of being able to pick.
